The government should introduce a basic income for all permanent\u00a0UK residents, initially set at \u00a375 per week for over 18s,\u00a0<\/span>with \u00a350 for each child. This starter scheme requires only modest\u00a0<\/span>tax changes and no increase in government borrowing, yet\u00a0<\/span>it will have a dramatic effect on poverty and a host of other\u00a0<\/span>advantages. There is a strong argument for increasing the basic\u00a0<\/span>income over time, to the point where it becomes the main plank\u00a0<\/span>of our social safety net. Achieving this longer-term project will\u00a0<\/span>require larger changes to taxation, and we return to this below.\u00a0<\/span>The arguments for the starter scheme are compelling, and it\u00a0<\/span>can be introduced immediately, with a longer-term pathway\u00a0<\/span>providing us with the social security we need via more generous\u00a0<\/span>levels of basic income payments. This represents a sea change\u00a0<\/span>in the way we are protected from wholly avoidable risks and\u00a0<\/span>enables us to take the sort of action we need to take to rebuild\u00a0<\/span>our society.<\/span><\/p>

In the book, this chapter lays out the case for a single keystone policy\u00a0of basic income. The starter basic income scheme could be\u00a0<\/span>introduced immediately with only modest tax changes and no\u00a0<\/span>increase in government borrowing. In time, the basic income\u00a0<\/span>should be increased towards a full Minimum Income Standard.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t
