Since the 1970s, the view has been put forward that the state is\u00a0inefficient, obstructive or powerless. This view is an ideological\u00a0<\/span>smokescreen endorsed by people who recognise the state\u2019s\u00a0<\/span>power and want to control it for their own interests. In fact, the\u00a0<\/span>modern state, appropriately plural and democratically accountable,\u00a0<\/span>is a very effective institution, the only kind of institution\u00a0<\/span>that can underpin the social order and ensure a fair distribution\u00a0<\/span>of resources. Political parties have banked on the idea\u00a0<\/span>that growing the size of the gross national product (GDP) will\u00a0<\/span>increase wellbeing for everyone, through \u2018trickle-down\u2019, even if\u00a0<\/span>inequality grows and communities are destroyed. The unsustainability\u00a0<\/span>and failure of this idea is evident. The state is having\u00a0<\/span>to mitigate an ever larger accumulation of downstream social\u00a0<\/span>and health problems that this approach has generated. We outline\u00a0<\/span>five principles against which a reformed state should assess\u00a0<\/span>every potential policy: will it increase equality, will it promote\u00a0<\/span>freedom from domination, will it tackle the social determinants\u00a0<\/span>of ill health, will it build community wealth and will it help to\u00a0<\/span>level up places?<\/span><\/p>

There is a compelling and overwhelming body of evidence that\u00a0certain policy programmes are better than others, and that the\u00a0<\/span>better ones are grounded in concern for a cluster of principles.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Policymakers need to scrutinise every policy against five key <\/span>principles:<\/span><\/p>\n

  1. Will it enhance equality?<\/li>\n
  2. Will it promote freedom from domination?<\/li>\n
  3. Will it tackle the social determinants of ill health?<\/li>\n
  4. Will it build community wealth?<\/li>\n
  5. Will it help level up places?<\/li>\n<\/ol>
    These are fundamental questions that can be applied easily.
